2012-2013 Internal Control Summary and Certification
From the Vice President for Finance and Management

Buffalo State submitted its 2012–2013 Internal Control Summary and Certification to SUNY on April 5, 2013. This is a critical submission for the campus as it summarizes a year’s worth of internal control program activities, reviews, and audits.
At this time, staff in SUNY System Administration have completed review of all campus submissions and submitted SUNY’s agency-wide response to New York State. Buffalo State’s submission and responses were found to adequately address the six requirements set forth in Budget Policy and Reporting Manual B-350 and full compliance has been recorded for the campus for the year ending March 31, 2013.
Acceptance of Buffalo State’s certification by SUNY recognizes our comprehensive efforts to promote organizational efficiency and economy and encourage adherence to applicable laws, regulations, managerial policies and practices.

As a member of the Buffalo State community, you should be aware that internal controls are everyone’s responsibility. A copy of the campus submission is available on the Buffalo State Internal Control Program website. I encourage your review of Buffalo State’s certification submission and welcome any questions you may have.

Dependent Care Advantage Account May Be Used for Summer Day Camp Expenses

Now is the time to enroll school-age children in a summer day camp program. The Dependent Care Advantage Account (DCAAccount) may be used to pay for these expenses. If you are enrolling your child (under age 13) in a summer day camp but did not enroll in the DCAAccount for 2013, you may now enroll for the remainder of the year. A change in your care provider is an eligible “change in status” event that allows you to enroll in the program outside of the open enrollment period. The employer contribution is also available to employees in eligible bargaining units. For more information about DCAAccount enrollment, employer contribution eligibility, and how this valuable money-saving benefit could help with summer day camp expenses, visit www.worklife.ny.gov/pdfs/Summer_Camp_QA2013.pdf.

Updates Required to Older PC and Mac Operating Systems

Because Microsoft will be discontinuing support for Windows XP after April 2014, and Apple will likely be discontinuing support for OS X 10.6 and earlier versions later this year, Computing and Technology Services is contacting the users of affected devices to discuss options for operating system upgrades or computer replacement.

Operating systems that are not vendor supported are a risk to the campus network because of the discontinuation of security patches. If you are currently using a PC that was not upgraded to Windows 7 because of software or peripheral compatibility issues, CTS will work with you to determine the best option based on your needs.

If your device is in need of an upgrade or replacement, you should already have received an e-mail from the Help Desk. If you have a PC that is still running Windows XP and you haven’t yet contacted CTS about the upgrade, please visit this page to submit your request for an upgrade to Windows 7.

Effective immediately, mailbox quotas for faculty and staff e-mail (Exchange/Outlook) have been increased to 1GB (doubling the old quota). In addition, the maximum message size has also been doubled, to 20MB, for individual incoming and outgoing messages.

Underground Utilities Project: Impacts to Parking and Pedestrian Traffic

On Monday, May 20, Buffalo State will begin the second phase of its rehabilitation of underground utilities in and around Rockwell Quadrangle. Listed below are immediate impacts of the project on parking and pedestrian traffic. Please watch the Daily Bulletin for updates.

Temporary Closure of Lot X: Lot X will close on May 20 and will remain closed through summer 2013. The accessible northwest entrance to Rockwell Hall will be open through May 27, at which time accessible entry will be moved to the east doors and the northwest entrance will be closed.

Temporary Closure of Portions of Lot W: On May 20, about 75 percent of the parking spaces in Lot W will come off-line and will be unavailable through summer 2013. The remaining spaces will be those in the northern portion of the lot. The entrance to Lot W will be relocated to the northeast, and signage will be moved to the new entry point. Please reduce speed and drive with caution when approaching the relocated entrance.

Temporary Closure of Various Building Entrances: On May 20, the perimeter of the underground utilities construction area will be relocated, necessitating temporary closure of some building entrances. These doors will be unavailable for regular pedestrian traffic and will be used as emergency exits only:

E. H. Butler Library south entrance
Cleveland Hall east entrance
Bacon Hall northwest entrance
Donald Savage Building south and east entrances

A map showing access to pedestrian routes and building entrances in the area of the construction will be updated regularly, as changes occur.

College Senate Curriculum Committee: Important IF Course Reviewing Update

From the Chair of the College Senate Curriculum Committee
During the 2012–2013 academic year, the College Senate Curriculum Committee halted all submissions of courses seeking IF designation. With the revision of the Buffalo State Student Learning Outcomes for the new Intellectual Foundations program (IF 2014) complete, we are ready to accept these submissions again, and in fact will make IF course submissions a priority in fall 2013. While we will continue to consider non-IF-designation courses and programs as time allows, we will give first consideration to IF 2014 courses and to courses and programs needed for accreditation. Please consider waiting to revise other courses in your department until spring 2014 or later. To facilitate the provost’s request for a fall 2014 implementation of the new IF program, associate deans should submit courses seeking IF 2014 designation to the Senate Office as early as possible in the fall semester. This will allow ample time for any necessary revisions and for the approval process. The CSCC roster will be approved at the first College Senate meeting of the 2013–2014 academic year, on September 13, and we will begin considering courses immediately after our roster is approved. Any course or program proposals that are sent to the College Senate Office at this point will be reviewed in the beginning of the fall 2013 semester. The College Senate Curriculum Committee does not meet during the summer and will reconvene in fall 2013. The CSCC has completed reviewing courses for the spring semester; however, the CSCC encourages departments to complete revisions requested by the CSCC for proposals from spring and fall 2012 and spring 2013 that have been “accepted pending revisions” (APR) so that they may be finalized for approval and forwarded to the Academic Affairs Office.

Please note: Program submission routing sheets (majors and minors) must be printed on yellow paper, and course submission routing forms must be printed on blue paper. The Senate Office will not accept routing sheets unless the proper forms are submitted on the correct color paper. Please check with your school’s associate dean for details.

All forms can be downloaded from the College Senate website Curriculum Committee page, under Forms and Templates. Please make sure when submitting a course revision to the Senate Office that the correct “old” version is included in both hard copy and electronic files.

Call for Submissions: 14th Annual Faculty and Staff Research and Creativity Fall Forum

The 14th annual Faculty and Staff Research and Creativity Fall Forum will be held on Thursday, October 31, in the beautifully renovated Campbell Student Union Social Hall. The goal of this forum is to develop, encourage, and support Buffalo State faculty and staff research and creativity, and to make collaborative research endeavors and grantsmanship more accessible. This is an excellent opportunity to network with other Buffalo State faculty and staff members and to identify common scholarly and creative interests you may have.

All faculty and staff members are invited to organize an exhibit to present current research, creative activity, or other scholarship. Individual, departmental, or group exhibits are welcome. To participate, please complete the online form. Titles and abstracts or descriptions are to be submitted electronically by Friday, September 27.

Note: There will be a limited number of tables and chairs available because of the location change. This is a smaller venue; display space and electrical capacity are less than what we are used to. Display space is limited to one 5-foot table or two easels per individual.

To comply with the New York State Commission on Public Integrity regulations (Title 19 NYCRR Part 930 of the Public Officers Law), the college is required to annually report honoraria received by full-time faculty members and professional and management/confidential employees; therefore, if you received an honorarium during the period April 1, 2012, through March 31, 2013, and did not request prior approval from your vice president or respective member of the President’s Cabinet, you are required to report the source, date, and amount of the honorarium received to your vice president or respective member of the President’s Cabinet by Friday, May 31.

An honorarium is defined as "a payment, fee, or other compensation given to an individual for services rendered not related to the individual’s official state duties." It also includes payment for travel expenses when the expenses incurred are unrelated to the employee’s duties.

Examples of honoraria include compensation for delivering a speech, writing an article, or attending a meeting. Honoraria do not include salary, wages, or fees earned from outside employment. Faculty members are not required to declare honoraria received within their academic disciplines.

Although reporting honoraria is required, obtaining prior approval of requests to receive honoraria is optional rather than mandatory; however, the college encourages employees to seek prior approval from the president’s designee (your vice president or respective member of the President’s Cabinet) before engaging in an activity that leads to the receipt of an honorarium.

May Is Blood Pressure Awareness Month: Contact Weigel Health Center for Free Ambulatory Blood Pressure Monitoring

May is blood pressure awareness month, and it is important to know your numbers when it comes to your blood pressure. Once again, Weigel Health Center is offering free ambulatory blood pressure monitoring for the end of the semester. Because it is such a busy time of year, we are extending this offer through the end of June.

While blood pressure can change from minute to minute with changes in posture, exercise, stress, or sleep, it should normally be less than 120/80 mm Hg (less than 120 systolic and less than 80 diastolic) for an adult age 20 or over. About one in three (33.5%) U.S. adults has high blood pressure; however, a single high reading does not necessarily mean that you have high blood pressure.

Even if your blood pressure is normal, you should consider making lifestyle modifications to prevent the development of high blood pressure and improve your heart health.

Start now and do your part by taking an active role in your health care. Call Julie Nichols, a nurse practitioner with Weigel Health Center, at ext. 6711 to ask any questions you may have or to set up an appointment. Tests will be scheduled Monday–Thursday only, and it is important to wear a loose-fitting shirt the day of testing. A disclaimer form must be completed the day of testing.

Buffalo State's Spirit Wall: #bengalpride

Commencement is just days away, students have finished their finals, and the campus community is gearing up for graduation day. We're all connected through a common bond because of Buffalo State. Whether we are students, faculty or staff members, alumni, or parents, we each play an important role in this annual tradition.

We are excited to introduce a new interactive website and social media tool, bengalpride.buffalostate.edu. The site is designed to promote school spirit among students, faculty, alumni, and the campus community. Using feeds from Twitter, Instagram, and manually submitted messages, the site displays submitted messages, tweets, and photos based on the hashtag #bengalpride.

Computing Technology Purchase Support Deadlines

The Computing and Technology Services technology purchasing support staff strongly advises all departments to submit all technology purchase support requests at least three days in advance of the purchase requisition deadlines for the end of the fiscal year published by Procurement Services. Because of factors such as vendor delays in providing quotes, additional lead time is required to ensure that purchase requisitions for hardware and software can be prepared and sent on for your authorization before the deadlines established by Procurement Services.

The IGNITE Event: Tonight in Upton Hall from 6:00 to 8:00 p.m.

The Illuminating Engineering Society (IES) Buffalo Section and Buffalo State Interior Design Department present "Illuminating Gab Nite" today, May 15, from 6:00 to 8:00 p.m. in the lobby of Upton Hall. IGNITE is a public event designed to bring the professional practicing design community into Buffalo State for interaction with the Interior Design Department's students of lighting.

Drinks and appetizers will be served as you, your guests, and the design community circulate through a dozen of our young designers' work. At the end of the event, the IES Buffalo Section Scholarship will be awarded to the project receiving the highest evaluation during preprogram judging.

Lighting practitioners come from a variety of disciplines, but they have one commonality—a passion for lighting that becomes a fire within. Join us as we chat with students of lighting. IGNITE the WNY lighting community!

National Prescription Drug Drop-Off Totals

April 27 was National Prescription Drug Take-Back Day. Thirty-four drop-off locations in Western New York, including Buffalo State, accepted all prescription and over-the-counter medications from residential homes—no questions asked—for proper disposal. A total of 4,148 cars went through all the sites, turning in an astounding 12,604 pounds of drugs! Thank you to everyone who participated in this effort.

Plein Air Watercolor Painting: In and around Burchfield’s Home with Rita Argen Auerbach

Join us for Plein Air Watercolor Painting: In and around Burchfield’s Home at the Center with Rita Argen Auerbach, part of the International Center for Watercolor, on Saturday, May 18, from 10:00 a.m. to 1:30 p.m. in the Studio Classroom.

Charles E. Burchfield found inspiration and motivation for painting outside his home. His home is also our museum. Participants will investigate around the grounds at the Burchfield Penney. The session will begin with a demonstration, followed by individual instruction while painting, and conclude with a group critique. The watercolor workshop is for artists of all levels. Participants are asked to bring their own painting supplies.

Rita Argen Auerbach, a Buffalo State distinguished alumna, is an internationally recognized award-winning artist whose watercolors are represented in numerous museums and corporate and private collections in this country and abroad.

Communicating When the Stakes Are High: Taking the Next Step with Crucial Conversations

A crucial conversation is defined as a discussion between two or more people where stakes are high, opinions vary, and emotions run strong. This tends to be the precursor to crucial confrontations. What are the signs? What preparation is needed to handle the situation? When, where, and how do you use the seven principles? Do honesty, respect, and courage have an impact on conversations? Participants are invited to take the next step in this interactive workshop about conversation (in the workplace, for example) when the stakes are high. Presented by Rita Zientek, interim dean of the School of the Professions, and Ottilie Woodruff, director of staff development. Light lunch provided.

Buffalo State is engaging in an effort to promote accessibility of course materials in all classes. This session provides an opportunity for individual assistance as you work toward making your syllabus and other course content accessible. Bring your questions and a flash drive with your Word or PowerPoint files. Come for any portion of the help session in Bulger Communication Center 104. No registration is necessary.
